Teams MUST participate in the U13 Illinois MRL Qualifying Competition in order to be eligible for the U14 MRL and to be seeded in the upcoming U13 Illinois State Cup in the US Youth Soccer National Championship Series.

Purpose
The Illinois MRL Qualifying Competition is administered by the Illinois Youth Soccer Association (IYSA) in the U13 age group. The purpose of the Illinois MRL competition is to offer EACH U13 team that is registered with Illinois Youth Soccer an equal and fair opportunity to be seeded in the current year's U13 Illinois State Cup and participation in U14 Midwest Regional League season.
The Illinois U13 MRL Qualifying competitions will run from Fall 2011 through Spring 2012. From this competition teams will be selected to participate in the U14 MRL in Fall 2012/Spring 2013. Teams MUST participate in the U13 Illinois MRL Qualifier in order to be eligible for U14 MRL play and to be seeded in the 2012 U13 Illinois State Cup in the US Youth Soccer National Championship Series.
Requirements For the 2012/13 U14 MRL Seasons:
U13 teams must meet the following requirements in order to be considered for the 2012/13 Under-14 Division of MRL:
Participate in an IYSA only division of an IYSA affiliated league in Fall AND Spring 2011/12 season at the U13 or above age division
Participate in the Illinois State Cup
Participate in the U13 Illinois MRL Qualifying Competition
Format:
In fall 2011, team will play in brackets of four (4) teams. If fewer teams sign-up, the number of brackets will be reduced. Each team will play a total of three (3) games in the Fall MRL qualifying competition. The competition will be point based and games may end in a tie. The majority of games will be home and away.
In Spring 2012, teams would be realigned into the same number of brackets as in the Fall. The top teams from the Fall competition will be placed in different brackets and the remaining spaces will be filled based on the final standings. These team will play each within their respective bracket. These brackets will be point-based.
Each team will play a total of 6 games in the Illinois MRL competition. The winners of the brackets will be designated to participate in the U14 MRL in Fall 2011. The final weekend of games may be held after the conclusion of the U13 Illinois State Cup in the US Youth Soccer National Championship Series.

Brackets will be announced August 15th, 2011 (Scheduling will begin after this date)
Each team must be a member of IYSA
Each team must register directly with an IYSA affiliated league and provide documentation thereof to the IYSA
Each team must play at least three (3) games in an IYSA only division of an IYSA affiliated league in each season, both Fall and Spring. NOTE: U13 Illinois MRL games DO NOT replace or qualify as affiliated league games.
Each team must meet the participation requirements for the Illinois MRL Qualifying Competition
Each team must have and provide an IYSA roster
All players and coaches must be registered with the IYSA
All players and coaches must have and use IYSA/US Youth Soccer passes
Schedule:
IYSA will handle all scheduling of games. Referee and Assistant Referees will be assigned by the IYSA Referee Assignor.
*League games take precedence over U13 Illinois Qualifying Competition games
Rule:
Playing rules will be similar to the current MRL rules. Any team that violates any of the rules may be disqualified from the competition.
Roster Size:
The maximum roster size is 18 players plus 7 guest players. During the course of the season, no team is allowed to use more than 25 players listed on the Illinois MRL roster. All players including guest players must come from within the same club and must be currently registered on an IYSA roster. Teams must provide an IYSA stamped roster documenting the guest players.
Fees:
Each team shall play to the IYSA, the Illinois MRL registration fee of $175 plus:
Referee fees
Referee assignor fees
Any additional cost including but not limited to parking fees & field rental costs
