US Soccer’s Safe Soccer Clearance Program
Coming out of the Sally Yates Investigative report revealing systematic abuse across all levels of soccer, US Soccer launched the Participant Safety Taskforce. The Taskforce was charged with coordinating and collaborating on conduct-related policies and procedures from the youth level all the way up to the professional leagues and senior national teams. As a result, one of the programs launched was the Safe Soccer Clearance Program. The Safe Soccer Clearance Program centralizes safeguarding elements in one easy-to-use program that includes the Center for SafeSport’s core training, purpose-built safeguarding education, annual verification of contact information, and a USOPC background check. This program streamlines safeguarding processes, ensuring safety, compliance, and ease for all involved.
US Soccer’s Safe Soccer Clearance Program consists of three phases:
- Phase 1
- SafeSport Core Training (90 minutes)
- Introduction to Safe and Healthy Playing Environments (30 minutes)
- Code of Conduct
- Up to date profile information
- Phase 2
- Completion of Phase 1
- Positive Soccer Environments (30 minutes)
- Diversity, Equity, Inclusion, & Belonging (30 minutes)
- Phase 3
- Completion of Phase 2
- USOPC Nationally Recognized Background Screening (valid for 2 years)
Terms & Conditions
Illinois Youth Soccer Association (IYSA), as a charter member of US Soccer Federation and US Youth Soccer Association, is obligated to conduct and monitor a risk management program in Illinois. In compliance with these national policies, the IYSA adopted IYSA Rule 019 that requires all persons aged 18 years and older that have direct contact with minors in IYSA affiliated programs to submit to a background screening, concussion training, and annual SafeSport training. The online background screening management company is JDP via the US Soccer Learning Center platform. To do an accurate background screening, JDP must collect certain personal information including, but not limited to, your first and last name, date of birth, residence address, email address or other contact information, and your social security number. If the search reveals a criminal history record and JDP cannot determine if the criminal history record belongs to you, JDP will order a name and address history which is done by using your social security number. The social security number is truncated when entered on the application. In addition to your social security number, this second step may require additional identifying information including a valid photo id or other documents to help confirm or eliminate a criminal record match. If JDP is not able to eliminate a criminal record match or if you want to dispute your background screening report, you will need to contact JDP directly. You will not be approved to participate in IYSA affiliated programs until you pass JDP’s background screening. The cost of the background screening is $24.00 and is paid directly to US Soccer. Please note: no refunds will be issued.
Illinois Youth Soccer Association does not disclose, market, sell or otherwise disseminate the information provided in the IYSA Volunteer Application/Disclosure Statement/Consent for Background Check.
US Soccer provides the background screening application, administration management tools, and a transmission interface between the IYSA and the consumer reporting agency, JDP.

As a consumer reporting agency governed by the Fair Credit Reporting Act (“FCRA”) and other applicable state and federal laws, JDP is committed to protecting your right to privacy.
This privacy policy covers JDP’s practices, policies, and security measures regarding the receipt, storage, and use of “Personally Identifiable Information.” This policy also covers the receipt of certain information through JDP’s website (“Website”) and otherwise.
All information collected by JDP will be collected, stored, and used in compliance with applicable laws, including the FCRA.
